Weatherization Helps Reduce Costs In Your Home

Community Connection’s Weatherization Program help Union, Baker, Wallowa, and Grant county residents address their immediate needs – as well as long time solutions – for reducing energy consumption and costs at home.

This program is suited for both stick-built and mobile homes.

What is the Weatherization Program?

The Weatherization Program is designed to assist households in making energy efficiency upgrades to their homes through the installation of insulation, roofing, and various other energy efficiency measures. Eligible residents can apply to have their homes weatherized at no cost.

What are the eligibility guidelines?

Income is the main determining factor for eligibility. Please see the Oregon Housing and Community Services (OHCS) page for income requirements.
 
Applicants may own or rent their current homes. Landlord approval is required for applicants living in rental properties.

Please Note

Due to the large number of applicants for this program, potential clients may wait for years before receiving weatherization assistance. The prioritization of waiting lists is based on the US Department of Energy guidelines that place greater weight on lower levels of income, the disability of the individuals, and senior status.

Can we get windows replaced?

This program will not pay to replace windows or doors. High-cost items, such as windows and doors, are usually not the most cost-effective items to weatherize, and therefore not a significant energy-saving measure.

We provide energy education

Just as a fuel-efficient car can be less efficient when driven hard, a weatherized home can still be inefficient if not used correctly.

As part of the Weatherization Assistance Program, energy education is provided to give the homeowner helpful tips and suggest life style changes that can improve comfort, safety, and reduce energy costs to the homeowner. Homeowners will also be provided energy saving items, such as LED light bulbs, low-flow shower and faucet heads, and window covers (when available). All clients will be provided a carbon monoxide alarm.

  1. Home Energy Audit, including:
    • Interview with client
    • Inspection of building shell, including:
      • Crawlspaces
      • Attics & ceilings
      • Wall cavities
      • Household infiltration (air leakage)
      • Carbon monoxide testing in homes with combustion appliances
    • Inspection of mechanical systems
      • Heat system
      • Combustion appliances
      • Ductwork
      • Mechanical ventilation
  2. Computerized Audit
    • DOE-approved energy audit software determines what measures are approved for installation on each home
  3. Construction
    • Trained weatherization contractors, hand selected by Community Connection, will complete the weatherization in a timely and professional manner.
  4. Post Weatherization Inspection
    • Community Connection will inspect all installed measure and re-audit the home, including:
      • Combustion appliances
      • Home depressurization
      • Mechanical ventilation
      • Household infiltration
      • Duct Leakage
